Design, construction, operation, and management of the area as a tourist destination of Puerto Duarte in Arroyo Barril, and the tourist facility that involves the exploitation of the area as a tourist destination for the development of a cruise terminal that allows for the effective utilization of the existing infrastructure with the necessary improvements to accommodate Oasis-class ships, larger vessels in the cruise industry (8,500 passengers), and the reception of tourists from around the world. Similarly, the construction of a theme park is proposed that will allude to the Dominican Republic, its customs, gastronomy, culture, and folklore, with the aim of developing and promoting tourism in the area.

The Dominican Republic has important tourist poles. The tourist industry in the Samaná peninsula is captured almost entirely by the municipalities of Las Terrenas, Las Galeras and Samaná, which offer small hotels and luxury real estate tourist complexes.
This proposal takes advantage of the old infrastructure of Duarte Port in the municipality of Arroyo Barril in the province of Samaná, where approximately 17,000 people live.
